Ireland has told Russia its plans to host live-fire naval exercises off the country's coast are "not welcome". That is in international waters but it is also part of the exclusive economic zone of Ireland. But the Irish defence minister said the country had no power to stop it.
The area - off the west coast of Europe - is far from any of Russia's permanent naval bases, and is also near several critical transatlantic data cables, which defence experts have warned Russia could pose a risk to. Cutting them would immediately cripple the economies of Nato countries as well as Ireland.
Cutting the cables was described by one naval source as “the perfect counterpunch” against any Nato or US military response in Ukraine.

Probably to give a taste how it feels when someone is "exercising" next to YOUR military base ( like, say, near Sevastopol,) someone, whose "permanent bases" are far away from the Black Sea?

The problem is Russia does not exactly have a long coastline with direct access to the open ocean unless is on the Pacific, or the Arctic.
On their European side, there is the Baltic and Black Sea. Both which are shared with many nations. So what is Russia suppose to do? Never ever train for naval warfare?
The Arctic is frozen, and the Pacific is too far away to sail some of its fleet over. And if they did, they are leaving themselves open on one side. So what is Russia suppose to do?
The North Sea or Ireland is already pretty far away as it is. How much further people want? How much will an extra 100miles make to Ireland? Russia has ICBMs and can hit Ireland from land bases. Is Ireland protesting that too?
Maybe Russia should go right in between Liberia and Brazil. Is France or Spain protesting because the site is pretty close to both as well?
