Form letter to allow in-laws to take kids to Croatia (travel)

Hi! New here. I wanted to know what I needed to give to my sister and brother-in-law in regards to a letter in order for them to be allowed to take my kids to Croatia for 3 weeks. It's my husband's brother so they have the same last name as my children. Will there be a problem for them entering/leaving the USA/Croatia? Besides saying we give permission to my in-laws to take the kids to Croatia and give them permission to seek medical treatment if needed, what else do we need?

Children can cross the state border… If they are not accompanied by their parents or a legal guardian, a letter of authorization signed by both parents is needed, entitled to the person the child is traveling with.

In cases of group student trips, in addition to their parent’s letter of authorization, entitled to their guide, children need to possess appropriate travel documents.
