In general, despite the "everyone has different goals" mantra, I think some things are generally agreed upon as goals for the ideal-looking male physique, and it has nothing to do with numbers or size (Let's take height out of mix, because this is purely genetic, not something that a guy can work on).
These are:
Shoulders & back wider than waistline (ie the V taper)
Quads/Hamstrings noticeably larger than calves (ie no chicken legs)
Upper arms noticeably larger than forearms (I figure I may get some backlash on this one because many guys are proud of their large forearms but I think it just doesn't look right when forearms are the same size as biceps/triceps)
If these things are in order, they give the "illusion" of strong/buff/etc regardless of overall size.
