I looked at your pictures, and I don't see a problem at all. You look normal, healthy and fit to me. Try to be realistic about your goals, I think you are expecting too much.
This is quite odd. Generally speaking, it's hips and thighs where women have trouble losing fat, so I'm not quite sure why your legs are thin but you still have abdominal fat.
Regardless, getting rid of stubborn fat requires a little more finesse, and entire books have been written on the subject, but I'm not sure that any of the ones I know and recommend would be vegan friendly.

Why is it odd? Lots of women are 'apples'. It is a very common body shape. It is also a very hard shape to lose body fat from the abdomen. In fact sometimes it is a losing battle, no matter what the diet and exercise regime is.

Well let's be clear here, we're talking about pretty extreme levels of leanness. I'm talking like fitness/physique competitors. Everything I've ever read on those topics (and I've read a lot) points to women having trouble losing lower body fat due to decreased blood flow, which isn't really a factor in the upper body. In a practical sense, I've never seen a woman with ripped legs but still carrying abdominal fat.
OP I think you look great but if you are unhappy then look into exercises that tone the sides of you. I use 2 45lb plates (one on each side) and hold them in my hand and tilt/lean side to side. That helps keep my sides toned.

Yes, I do have thin yet muscular legs and thin arms. I'm not quite sure why I can't get rid of this lower belly fat.
Check Eva Longoria, she's extremely thin yet her lower belly could use some toning. I have a similar body type, except I'm a bit more muscular than she is.

My good friend has ripped legs, arms, tight glutes and is a fit as fit can be. One look at her and you know she puts in the hours. She is a Crossfitter, she loves it, she goes 6 days a week and it shows. She has a little belly that simply will not go away.

She has a short torso, and going by your photo it looks like you probably do, too. One of the drawbacks of a short torso is there is less surface area on the abdominal muscles for fat to distribute across, so it tends to protrude more than on someone with a longer torso. That's not say that it's impossible to get a flatter belly, but it does take vigilance with your diet.
There is literally nothing wrong with your body. You don't have love handles - those are your hips. They are supposed to be there.
You need to be realistic about what your body actually looks like vs what you think it looks like.
Also "vegan" doesn't, and shouldn't, mean no fat as you said in your first post. The human body and brain need fat to function properly.
