I swear I have seen this dress in non-wedding events. Especially in parties. I've seen this mostly in parties, official and unofficial.

Tough question to answer, because women can look absolutely sexy in many different kinds of clothing providing she has a hot body. For me, its probably running/yoga workout gear. Since I am a very active guy, women always get bonus points for being active so workout gear from like Lululemon, CW/X or the old Bebe Sport are the sexiest to me. Extra, extra bonus points if its a matching coordinating outfit. Like this:

Ok, it's the floral shoes. Floral shoes out. Plain shiny blue, possibly azure in. The only problem would be that the pattern would be similar top to bottom. And perhaps for diversity sake, the rosette on the shoulder can be of less silkier version, something like satin, I don't know, what I have in mind is hard to explain

Either way, while you may think it's a bridesmaid thing, that kind of dress is worn in all kinds of places. It would have been totally bridesmaid-ish if there were no part of the dress going over the shoulder. That saved it.

CW/X is the brand. I actually wear the CW/X Stabilyx tights when I run. I think it shows off my amazing butt!!! Wife says it looks silly, but she only says that because I get hit on and flirted with by women (and some guys) when I go running. They are great and WILL increase your run times.

Wife has this outfit from Lululemon Athletic where its I think a running jacket and dance/workout tights that looks AMAZING!!! I go crazy when she wears it. Sexier to me than anything she could buy at V.S or similar stores.
