I've seen this outfit on the net in Asia and certain parts of Europe for the past few months. What do you call this?Obviously worn during the summer months only. I thought it was a dress when I saw a pic(showing front) of it for the first time, but the vids showed it wasn't.
It's just a mini-dress with a slit up the side and a pair of shorts underneath. No biggie. But they should be wearing bikini panties underneath. Those big ol' high-waisted shorts are not that sexy.

After the "Gangnam style" video went viral. it became popular in Europe for women to wear a big, poufy baby-doll blouse just long enough to cover the rear, and underneath, "shorts" that looked like underpants. They were shorter than the shorts in the first video. I saw a 50-something European woman wearing that outfit, accompanied by her conventionally-dressed husband, hitting the tourist attractions in my town. Bizarre outfit, especially for someone old enough to be a grandmother.
So the outfit in the OP looks like a new version of that; long top for women, paired with ultra-short shorts.
Interesting how those Korean dancers have European proportions. I guess someone's recruiting tall women. Or maybe some of them have European or American heritage?

The four gals have no European/American heritage. Don't let the blonde and light hair fool you. They are between 5'6"-5'8". I do think the backup dancers were selected to be around the same height for a reason. You seem very observant. How could you tell that they have European proportions from the previous video? Here is a more clearer and zoomed out video to see though.
