I noticed this phenomena recently. People tend to look much better and younger when they wear masks and just show their eyes. Does this mean age mainly shows on the bottom half of the face?

No, just that the main obvious sign of aging on the upper part of the face is gray hair which women often dye and men often trim to de-emphasize. In other words, it is easier to conceal.
OP
I noticed the same thing about me in a mask, I look better. Cheaper than plastic surgery at 60-something lol.
Reminds me of Bible story where the wrong sister was substituted in wedding, maybe her face was covered except for eyes. Imagine the reveal "Wait what?!"

Probably for some people. Marionette lines, jowls, smokers lines, the weird pebbling of the chin, random chin hairs, all disappear. But you still get to see crows feet, eye bags, elevens, and forehead wrinkles.
Most of my visible aging is taking place of the bottom half of my face, so... lucky me?
Yep. There's always hijabs and burkas. New fashion. Also, very loosely hanging down gowns, associated with them, normally, will also greatly improve overall concealment of not so shapely forms. Works better than tights across the board.

This is my experience. I think I look better with a mask on and I’ve thought that for many months. But my eyes can get red and puffy, so I don’t think I look much younger that way. And us older folks have postural and gait characteristics that tell others we are old. So, I don’t think I am fooling anyone about my general age.
Old hair that has been dyed has a characteristic look, by the way. It seldom fools anyone.

It’s not unrealistic that I want to go back to normal tho.....I didn’t say when ofc. I’m super happy I got engaged before all this...I couldn’t imagine having to wear a mask as part of my beauty & fashion routine for a date. IMO....it’s the total opposite of what the O.P. says. It’s harder to look pretty with a mask on.
