The top thing on your to do list is to work on becoming a firefighter. Where you live is going to depend on that.

Click on the link below. It will tell you what you need to do to become a firefighter. It's not easy- lots of courses and classes and lots of time. The link will also link you to the fire academies that offer the training.
Near one of those academies is where you're going to want to live.

While you're looking at those towns and cities, you're also going to have to figure out which ones offer the best opportunities for a job while you're training. You're going to have work while you take the firefighter classes.

Firefighter Minimum Standards

Good luck

Yes, and it's not far from Melbourne. An 18 yo would be bored in the area around Sebastian. Good kite surfing in the Indian River near Grant. Skydiving school at Sebastian airport. Firefighter course at Melbourne.

If you want to be a firefighter, I'd suggest looking at Ocala. They have a fire academy, and the rental market there is inexpensive. In general, I would move to a city that has a fire academy (if you don't want Ocala), and get that out of the way. If you're going to move to a new state, your career NEEDS to be your priority.

I agree with the Melbourne area. Broward Community College has a firefighter program and the cost of living will be reasonable.
OP, you will not like Ocala. It's landlocked and would be very boring for someone your age.

Good luck becoming a fireman. It's a very incestual and full of nepotism. People wait on lists for years so the captain and lieutenant's sons and relatives can get on when they graduate high school.
