Probably Clearwater Beach thanks to having a larger population along with a good number of bars/restaurants.

They are all packed. Siesta, because it is so much smaller land wise than the St.Pete/Clearwater beaches is more congested.

You can't beat the Gulf Beaches.

The gulf side beaches are the best, cleanest by far and they are all packed most days even in February.

Clearwater is always packed which I like. I want a packed beach.

Anna Maria, Siesta can be packed heavy also during this time.

St Pete beach is always packed on the weekends for sure.

If you are coming here for vacation, set it up so you can hit a couple of those beaches.
