this is true. But it doesn't start until October probably and you have to be a 1st time home buyer (meaning the last home you owned must have sold more than 3 years ago) and there are some other disclosures as well. It's perfect for the 1st time home buyer who doesn't make more than 100K a year, if you do make more...you are also disqualified.

True, and it applies to purchases going back to April 9 2008 for FTHB. It works like a 15 year interest free loan from the government. You don't pay up to $7500 on your tax bill this year, if you don't pay that much in taxes you can even get a check in the mail for the difference, but to pay back the government you will have $500 or so added to your tax bill every year until the $7500 is paid back. You will have 2 years to start paying it back. If you sell the home before it's paid back and there is a profit, whatever you still owe will be taken out of the proceeds, if you sell the home and there is no gain, you do not have to make up the difference.

It's designed to boost the First Time Homebuyer market by helping them with some of the expenses you incur in the first few years of owning a home.

There is a specific FAQ on the website concerning non-US citizens:

"I am not a U.S. citizen. Can I claim the tax credit?
Maybe. Anyone who is not a nonresident alien (as defined by the IRS), who has not owned a principal residence in the previous three years and who meets the income limits test may claim the tax credit for a qualified home purchase. The IRS provides a definition of "nonresident alien" in IRS Publication 519."
