There are a number of county boat ramps, Charlotte has some fees associated with ramps, while Sarasota has better facilities and they are free.
Venice has a very nice ramp by the train Museum.
Englewoods best ramp is at Indian Mounds.
If your looking for a marina then you could check out Stump Pass Marina. They have covered racks and you'll be conveniently located to the gulf via stump pass. To the south you'll be able to boat gasparilla sound, and across from Cape Haze you'll find Don Pedro state park, you get to the park by boat and there are covered facilities and an almost deserted beach.
Just north of Venice in Nokomis you could check out Gulf Harbor Marina. The location would also provide quick access to the gulf via Venice inlet. Heading north on the intracoastal will take you to Sarasota bay.

To boat Charlotte Harbor my favorite ramp is at Ponce park in Punta Gorda Isles. The ramp can get crowded on week-ends and parking is a bit limited but you'll be right in the middle of the harbor.

To boat the Peace River, use the Harbour Heights community ramp. It's normally not crowded. The river is beautiful, traveling upriver you will be amazed by the beauty. About a mile north you'll find several rookery islands, where you will see every variety of bird. The woodstork nests there winter through spring. Just to the south you'll find a little cut that will take you to Shell creek. You can follow that upriver to the dam (depending on your boats size).
Happy boating
