Ok, that sounds reasonable to me. I was always a bit fuzzy on the smaller dollar orders or percentage tips compared to larger orders.
Plus it depends on where they are coming from. Like yesterday I ordered from papa johns which is around the corner and that's the main reason I have $3.00.
1. delivery speed but I also keep in mind the driver doesn't make the food
2. how professional the driver is
3. distance
4. weather
I consider myself working class and I know how hard it can be to make a living so I won't be cheap with a tip if it's deserved. Assuming everything goes well, I don't have a problem giving a guy a 25-30% tip at all. If I can't afford a 20% tip, I won't even have it delivered, I'll go pick it up myself. A consumer not having money to tip isn't an excuse to not tip. If you don't have the money, either don't order out or don't have it delivered.
And personally, I like to establish working relationships so we can have a mutual understanding in the future and make both of our experiences better and smoother in the future.
IMHO, one should pay for convinence, if you're too lazy to go out for it then pay for it to be brought to you, same as eating out.
The person delivering is just trying to make a buck, paying for gas, insurance and all the other maintainence that goes with running a car.
For a $35 pizza order (that is the only thing we have around here that delivers), I would pay $5.00. I know the drivers use the company car and do not pay for their own gas.

Delivery drivers cart my food from the car to my house, and many charge a delivery fee. They get between 10 and 15 percent. Not more. For a $35 pizza delivery I'd give $4.

Delivery drivers pay for gas and car expenses to bring food to your door because you don't feel like going out to pick it up. That justifies a larger tip than you give at at restaurant, in my opinion.
