Keeping in mind that metal utensils will leave scratches on metal, they're fine on any of the brands that have heavy stainless steel plating. Examples are All Clad and Cuisinart Triple Clad Pro. The Cuisinart is an exceptional value. I whip mashed potatoes with a mixer in them. Metal utensils won't hurt unplated aluminum in the cheap sets either. However, solid aluminum and thin pots and pan generally produce poor results.
Good cooking pans are expensive. Mine get babied. They are close to 20 years old and in perfect condition. They cost too much to have to buy more every few years because I have scratched them by being careless.
I have some metal spatulas and those sometimes get used to serve desserts and casseroles cooked in Pyrex glass baking dishes.
Other than that, you could buy cheap sets of Non-Teflon-coated pans, use metal on them, and throw them out and replace them often. I've seen some nice looking sets in the $25 price range. Pans tend to be smaller than what I normally use, but they look serviceable. They are thin so be careful with your heat level when you use them.
Since utensils are cheaper than cookware, I would switch out the utensils to natural wood if you are worried about using silicon or other coated utensils.
Metal utensils over time will scratch any cookware at all.
My cookware is All-Clad, with the stainless steel cooking surface. I never use metal utensils except for serving spoons occasionally. I use wood and silicone. I don't like the sound or touch of metal on metal.
I use metal in everything except my Cephalon frying pan....then I use nylon...or whatever it is. I've had my pots and pans for 35+ years....and they're still going strong!!
Anything goes in my vintage Revere Ware. The older stuff is better because it's a higher gauge metal. You can find it in thrift stores or on ebay. I have a set of large stainless cooking utensils that I use all the time with the Revere Ware.
