I'm not sure what it is but going by the flowers and the dark streaks on the leaves and their shapes I'm guessing it might be some variety of canna lily, perhaps a young plant that is still developing as it looks fairly small. Cannas have so many different varieties, colours and distinctive patterns on flowers and leaves and some of them get really huge as they mature into adult plants.

It looks like a tropical bulb. You might look through the displays of bulbs at your garden store, Lowe’s and HD have them, and maybe you’ll find it.

I do not think it is a canna. But a picture taken at eye level would help us see it better.

Yup. I had to look it up too. It looks like it's what's called Black Termeric. It has that same black streak down the length of the leaf, here's pictures:
