Do Not cut them back. Bulbs recycle all the energy they put into leaves.
They draw sugars, on which they survive, and other nutrients and minerals back into the bulb during the late summer and fall. Only after the leaves are brown and limp can they be removed and that is mostly to keep the area tidy. All of those recycled nutrients go into making new bulbs and flower buds when the cold temperatures give the signal.
Each species receives its own signal of how long the cold period is. If the cold period is too short, no flower buds.
