There are a number of tall and narrow growing shrubs that would create privacy. Planted together in alternating pattern will provide privacy and a bit of security. Below is a link to a list of them, getting them from a local nursery would be best. Some nurseries which most cater to the trade will let homeowners buy also and some have their inventory online.

I have a somewhat similar problem. Between my home and the one next door is a screen of Euonymus japonicus; they are way too large for the space, require pruning several times a year - they even grow in the winter - and get infested with scale. I am going to take them out and plant tall narrow screening plants in a mixed border. My nursery usually has Sky Pencil Holly, Upright yews and upright growing barberry.

We use viburnum odoratissum along our back fence. They are fast growing, evergreen and trouble free.
