What are a list in your experiences of cities and towns in the USSA (United Soviet States as I refuse to call it by any other name until we get our freedoms back)
that DO get snowfall above a median of 0-1 inches but not so much that these cities/towns have good guidance in handling it without schools cancelled/delayed or city services being effected including infrastructure falling apart?
Portland Oregon is interesting considering they are far enough north that we are in line with Toronto and have the Columbia George to get moderate cold spells that will sometimes keep the snow cover for days yet during those days everything is shut down including big places like OMSI.
Salem Oregon our area schools and the college also shuts down at ANY snowfall and if there is an inch or more then CARTS transportation is royally screwed.
More than a few inches of snow in Oklahoma shuts the state down. Sand is poured onto the roads, at least where I live, which then mixes and melts with the snow, only to freeze into ice over night and wreak havoc. They handle tornadoes much better.
Dallas-Fort Worth. The Metroplex averages an inch and a half of snowfall per year, and is usually good for one or two ice storms.
They will shut down schools and government offices hours ahead of time when there's even the slightest hint of wintry precip because they don't have enough equipment to effectively handle keeping the roads clear.
Atlanta, a forecast of snow shuts it down. Does not even need to snow.
But really anything more then 1/2" will shut thing down. It the Ice that is more of a problem, the roads tend to be warm enough to melt it then over night it freezes.
There are Plows and Sand/Salt trucks, but after the disaster a few year ago, where 10's of thousands got stuck on the roads. kids slept in schools. They up the fleet, and do alot more salting & brimming now.
But Most schools and companies close down for the day, Workers Telecommute if they can, Kids have Homework Packs so they don't have to make up the day.
Definitely Dallas; although this may be because of frequent ice storm or wet snow turning to ice. And Dallas doesn't usually salt the street, just sand.
DC gets the worst amount of snow. Not enough to get used to handling it well like cities further north, but more than enough to have to deal with it.
