I get the sense that people are really underrating the livability of a city such a Baltimore. Yes, compared to a much newer city like Seattle (with far less entrenched poverty), B'more is going to seem quite a bit more rough around the edges. It's a city in continuous transition, though, and I believe it does have a bright future through good city planning and ambitious revitalization efforts:
Moreover, when you consider things like varied climate (I'm not into an overabundance of rain, either), cost-of-living (B'more is quite a bargain by East Coast standards), proximity to other points of interest (Seattle is extremely isolated compared to Baltimore), a much more historic and intriguing urban fabric, Baltimore seems much more appealing. Also, as beautiful as the scenery in the PacNW is, one should not underestimate the beauty of the more stark change in seasons on the East Coast, particularly in the Mid-Atlantic.
