Northeastern states have the highest electrical rates in the nation, about double what they are in most of the Midwest, Mid-south and plains.

What is it I said that you disagree with?
That we don't get natural gas. How did you come up with 10%? Rates are going to vary in the Northeast or even within a state like NY. NYSEG and National Grid provides that service(natural gas). NYPA has very low rates for electricity and a place like Plattsburgh gets their power through NYPA. Ithaca has NYSEG. Syracuse has National Grid. Rochester has Rochester Gas and Electric. Downstate NY has Con Edison. So, even where you get it and the type of energy will vary. Here is an example from a nice Rochester suburb that gets their power through NYPA: Locate your company in Fairport, New York

Just a guess. Look again at your first link, at the areas that are light orange or blue, and tell me what percent you think it is. You're the one that offered the link, I just interpreted it.

If my map of average electrical rates by state is wrong, present a link that shows the correct values.

If you look at National Grid's and NYSEG's maps, it shows areas with just Natural Gas and places with both Natural Gas and Electricity.

My point about rates was that costs will vary by company. So, some areas/companies will be lower or higher in terms of rates.

Do you think that costs do not vary by company in all the other states? Do you think that everybody in Missouri pays exactly 7.1, and there is some little town in New York where some people with some company pay only 7.0, and that you have therefore proven that I am wrong when I say electrical power costs more in New York than it does in Missouri and almost all other states?

I didn't mention it in the first place. I'm just saying that it would vary within the Northeast in that regard. Given that the OP was looking at smaller areas/metros, knowing that say the city of Plattsburgh has low energy costs may be good to know, as they get NYPA. Bottom line, overall cost of living in many of these smaller Northeastern areas are around the National average, give or take.
