I don't understand wanting a small town but wanting to be 15 mts from a big city. That puts you in a suburb that is very much connected to a city and likely has the same feel of a major city. I think the op needs to clarify small, medium and large. BTW my first thought was pueblo Colorado.
I like around the 100's in the summer I should of clarified that.

To clarify between the city size. I currently live in a town, I'd guess you could say... a super small city. Cheney, Wa. And it's 20 minutes from Spokane, Wa.
I'd never want to live near a really large city such as Chicago or Los Angeles, but just a city with like well known restaurants (pf changs, yum) & some zoos and kids museums within 40 minutes. We want land, mainly. And to live in a city that's around land not just huge buildings everywhere.

Tucson Metro including Vail, Sahuarita, Marana, and Oro Valley. The TPD is a nice force and pays pretty well. It meets your requirements. The average high in June and July is a little over 100. Tucson isn't super conservative, but there are plenty of conservatives there and you could easily find community.

I was thinking someplace around Albuquerque. I've visited there a few times and really liked it. The weather seems to fit your criteria (warm summers but not as hot as Phoenix, some snow in the winter but not as much as Denver), though I don't know how politically conservative that area is...liberal havens Santa Fe and Taos are nearby, so judge for yourself.
Does anyone know any areas I should be looking at specifically in Central/Southern Utah?
Or nothern arizona.

I have friends in St. George and Cedar City. They may be relatively close to each other but they're really different in terms of weather. St. George can get up to the 110 degrees in the summer, whereas Cedar City can get up to the 100 degrees (usually). Cedar City also gets snow! I'm sure the kind people here will be able to help you more
