What is character? The Greek word for Character also means lines in your face. It is a multifaceted, 3-dimensional set of personality traits that can only be acquired with experience. This means that most cities with character will be older, since with age comes experience. Having good character, the other metric, means that the individual usually makes the wise and correct choices. Cities that have a history of racial segregation, corruption or injustice should be low on the quality of character meter. So which cities, in your opinion have the most character, and the best character, and why?
What major cities don't have a history of corruption?
The lame ones or really small towns... All the cool cities in the US have massive histories of corruption for the most part.
New York, Los Angeles, Chicago, Los Angeles, New Orleans, Boston, Miami, Philadelphia, Las Vegas and so on...all had eras of graft and organized crime and corrupt officials and police departments on the take...
Even a lot of smaller midsized cities have this history--hell, Portland, Oregon used to be a major center of vice on the waterfront where the local officials looked the other way. One other major industry was Shanghaiing drunks in bars--"crimps" would wait until they were unconcious from drinking too much cheap booze--or knock 'em out--and meanwhile they'd take them from a series of tunnels out to a waiting ship at the docks. The drunk would wake up and they'd be out in the Pacific Ocean on a merchant ship forced into a life of forced labor at sea. It was a cheap way of staffing ships making trans-Pacific voyages.

I thought this thread was about character as it relates to morality, not character as in distinguishing features of the built environment. That's what it sounds like in the OP - which is a little absurd to me.
