Ah. I'd have to say...San Francisco, Los Angeles, San Diego, Chicago, NYC, Boston, DC, Atlanta, Dallas, Houston, Austin, Portland, Seattle, Denver, Boise, Tacoma, Spokane, Philadelphia, Minneapolis, etc..for me at least. I think it's impossible to choose just one. There's a number of cities that fit the bill IMO.
These are the kind of "nice" cities I think the OP is getting at.
I'd also throw Fort Worth, Tulsa, Oklahoma City, Kansas City, & Little Rock in there.
I question anyone who claims Los Angeles is the "nicest city" in the United States. LA by and large is a dump. Weather maybe although I believe San Diego has LA beat
Two cities come to mind. Atlanta and Rochester. Unbelievably nice people! When I first visited these cities I could hardly believe such kind and respectful people still existed.
