Hmm, used to have some of those and then the Californians moved in. Now they are over-regulated, wheeze boxed, plastic culture cities and towns with sky-high real estate prices, overpriced wine bars, tanning clubs and a Starbucks in every grocery store.

yeah, hard to get everything you want in one place. I think very broadly, imo, Dallas more or less hits the mark your criteria. Also most of the large college towns in the south, assuming you can get a job at the university.
No, but many places in the West that the OP was asking for were ruined by his state's men and women moving there and turning parts of it into a California-type state. Oregon, Washington, Colorado and Western Montana namely. It is now Arizona, some parts of Utah and Idaho that are under threat.
Tulsa and eastern Oklahoma would fail the great public transportation requirement. The other parts we would qualify for provided you have good homeowners insurance for the random tornado.

Salt Lake City would be a good option with a 4.3% unemployment rate, a low cost of living, friendly locals, typically sunny weather and a multi-modal transit system (heavy rail, light rail, street car, bus).
