For better or worse, white suburbs and neighborhoods in the United States usually have much less crime and riff raff, better schools and other amenities and are cleaner than those dominated by ethnic minorities.
So, those might be reasons for a minority to prefer living in a white area. However, other factors could certainly come into play as well.
A neighborhood is one thing, but the entire town that's not part of a larger, more diverse metro area? Nah, minorities aren't breaking down the door to make that move.
And after so many of them move in, White folks will start moving out anyway.
Not to hijack the thread, but have you considered maybe moving to Great Falls, which at least has an Air Force Base and even churches that worship out of the African American tradition? I believe that it has a decent Native American population/community and a few Hispanics. This is if you like living in Montana.
Great Falls is a ****hole. It's ugly, it's boring, it's dirty and it's windy. I have zero interest in living in what we in Helena call "Bummer".

The MAIN motivator for minorities in the United States is the same as it is for everybody else: economic opportunities. That's pretty much what people care about.
Metro areas with the greatest economic opportunities also tend to be the most diverse - because they attract people from all walks of life. And that's perceived to be an added benefit to a lot of people. However, if a minority lands a high-paying job and career or a business opportunity in a metro area that happens to be 95% white, he or she will rarely turn it down on the basis of demographics alone.

Forgot that Albany and Corvallis is another Oregon Metro area, even though it's not even 1/2 an hour from Salem. Taking out OSU there, the black population is most likely not even 1%.
