you can change it any time. just do what they do here, tweak the crime stats.
detroit will be crime free in a jiffy. we have no crime here
just terrible misunderstandings and personal incidents all done in hawaiian shirts with lots of smiling.

The happiest: the cities with intact walkable , affordable and / or blue collar Joe neigborhoods and significant gentrification. The surliest are those cities with many declining neighborhoods and high crime rates and those cities where having a car in almost mandatory.
