The researchers also found that for 9 out of the 10 of the most corrupt states, overall state spending was higher than in less corrupt states (South Dakota was the only exception). Attacking corruption, the researchers argue, could be a good way to bring down state spending without hurting services that people need.
Researchers also found that spending in these states was different than their less corrupt counterparts. According to the report, “states with higher levels of corruption are likely to favor construction, salaries, borrowing, correction, and police protection at the expense of social sectors such as education, health and hospitals.”
Reference the list, the article mentions, states are ranked according to their indexes of corruption by averaging them over the period 1976–2008. The lower the ranking, the less corruption there is in the state. According to the indexes, the 10 least corrupt states over this period were Oregon, Washington, Minnesota, Nebraska, Iowa, Vermont, Utah, New Hampshire, Colorado, and Kansas. The 10 most corrupt states were Mississippi, Louisiana, Tennessee, Illinois, Pennsylvania, Alabama, Alaska, South Dakota, Kentucky, and Florida. That's quite a number of years to look at and average. They also mention the authors use an objective, concrete, and consistent measurement of corruption, the number of convictions.

Shocking to see a state like Illinois on the list, I mean its not like the governor tried to sell a US senate seat now is it???? My state (TN) is on the list, not sure how we beat Illinois.
Number of convictions doesn't necessarily show true level of corruption ... as we are all reminded when referencing the overwhelming rates of young, black, males arrested for murder.

This list implies that there are some states that are not corrupt. How did Louisiana get toppled from 148 consecutive years as #1?
