What I'm looking for, we're an interracial family
Medium to large city (500,000+)
Diverse
Does not have a racism problem (but is diverse) a place like Salt Lake doesn't count, because it's mostly white, so it's easy not to have racial tension.
Family of 3 can live comfortably on $140,000 a year
Friendly
Decent public transit
Not a huge traffic problem

Does this place exist?

Throw a dart at a city west of the 100th Meridian.

Need more criteria to break it down further.

There is no perfect anything and if you are currently in St. Louis, MO you should pretty much have all of your listed requirements met right now.

Minneapolis, Columbus, Northern NJ, DC suburbs(especially in Montgomery County MD and Fairfax County VA) and any metro out West above 1 million people, among others. What else are you looking for in an area/city/neighborhood though, as a lot of areas could fit.

Charlotte ticks all of your criteria with a third of city residents living on a racially integrated block.

I'm not sure about how you define 'friendly,' but with that aside, I think Sacramento or Pittsburgh are probably your best bets. Otherwise, you might consider Seattle, if you can afford it; Minneapolis-St. Paul, if you can take the cold; Providence, RI and Rochester, NY are a little small and don't exactly have the best public transportation in the world, but they could work well for you too.
