Massachusetts will continue to Run the Nation, pretty much the state has always had the liberal leader in the Senate, whether it be Warren, Kennedy, Kerry, Cabot Lodge (Jr/Sr), Webster, Quincy Adams. As well as educating many leaders from other states.
With Texas running the Conservative fight, between the Bushes, Cruz and Perry they have run the Republican Party for 30 years now.

Wild guess....I just see some of the Northern states by the coast and/or with water and cooler climates becoming more popular as soon as 10 years from now, but more likely by 2050. That's why Washington and Oregon are ranked so much higher than they are today. Colorado, Michigan, Massachusetts, New Jersey, Maryland, Minnesota and Wisconsin would also see moderate growth in this scenario/fantasy.
Hilarious, FL at 30 million, no, FL cannot support 30M. Washington state at 20M, no, GA more like 18M. NC 14M, PA, OR and OH insane..... NY at 35M, LMAO. Get this straight, people are moving from the NE left and right. The only 2 on your list that is plausible, is CA and TX, but that is even stretching it..

uhhh... you ever hear of water desalination? the process of turning ocean water into fresh water. some countries already do this today. the technology is very expensive right now, but by 2050 most developed nations will probably be doing this. then the coasts will have unlimited fresh water

It's supposed to be a wild guess. FL is already at 20M, to achieve a population of 30M in 35 years is not out of the realm of possibility. I'd love to see your guesses -- and don't forget to back them up with all of your assumptions and data.
