Why would the capital move? Ideally it should be moved to the center of canamerica which would be somewhere in the great plains (kansas city, st.louis, omaha, des moines, topeka) but realistically it would be Washington D.C because of all the government buildings and power.
One, they are the only true twin cities of size directly on the U.S. Canada border.
Two, they are relatively close (on an east/west basis) to the center of population.
Three, Detroit could use the boost.
This would make the most sense in the event this very unlikely merger occurred. It would take a massive amount of effort to demolish and rebuild Detroit into the world class city is would need to be to serve this purpose, but if you were looking for a place that symbolized a political union between the US and Canada this would be it. Detroit and Windsor would have to unified, a federal district like DC created and a whole new city built. ( Detroit is a ruin). However this region has a long history of cross border cooperation, trade and tourism. It is also very centrally located. It would be the perfect place to build a North American capital if that ever came to be. Toronto or Chicago would also be worth considering.
In the show "Continuum" on netflix, Vancouver in Canada is the "capital of north america" in 2072, after the US and Canada have merged (maybe Mexico as well). so if this really happens in the future, do you think Vancouver would be the chosen capital city for this new north american nation? or some other location, and why?
Hongcouver? Unlikely. It's in the far West, isn't very influential economically/socially, and has a huge Chinese influence.
If it were to move, I'd choose Chicago as the new capital. Pretty central location relative to the population and it's a great city.
If things were consolidated in DC, it would mean absolute ruin for Ottawa, just as it would for DC if that city lost its federal government. It would be difficult to convince Canadians to lay economic waste to one of our six biggest cities. What would make most sense in our modern technological world where things don't need to be physically all in one place would be to go the South African route of having multiple federal capitals. So perhaps have the judiciary and many agencies in Ottawa, the legislative and most of the rest of the agencies in Washington where the infrastructure is, and the administrative branch in Detroit-Windsor, a more symbolic capital. The three cities would form a perfect triangle of power, all about equidistant.
