OP: New York, Atlanta, DC, Philadelphia, Chicago, Houston, Dallas, Miami, Los Angeles, Charlotte, New Orleans, Baltimore--you have quite a few options, and each city has different types of black men that run the gamut from all socioeconomic walks of life.
for a diverse population of black people (afro-dominican, cape verdean, haitian-american, ...) i would propose miami, boston, montreal.

Why don't you just browse online on a free websites like POF and look what different cities offer. That would give you a better idea of what you can expect.

Plenty of eligible black men in Pensacola. Most important thing to do is to set intentions. What is an eligible black man to you? Do you even know what you want in a man, much less his race? Gather that together first. Write down what it is you're looking for, down to the specifics such as his income, looks, etc. You will manifest him once you let it be known what it is you seek. Location is irrelevant but you can put down where you want him to be from. Everything is at your command.
Another poster mentioned Portland, but I'd advise against Portland if you want to date within your race. Only about 6% of Portland's population is black.
I would look to the cities with a significant Black professionals population. DC, Baltimore, Chicago, Newark, Houston, Atlanta and Cleveland are good examples in my opinion and would choose accordingly to where you feel you can transfer your occupation easiest along with obvious financial considerations.

I however believe the sex ratio is of great importance when considering chances of getting married in a city. For some reason there are a lot more men relative to women in western parts. Thus competition is lower.
I checked the sex ratio of these cities for black people (black males per 100 black females). Also checked the total number of black men. They are as follows for the 25-39 age range:

There is the military presence aspect, as well as the fact that out West, there seems to be more men than women, in general. For instance, Phoenix, Seattle and San Diego fits both of those criteria. I believe that Denver does or did as well.
I also wonder if this is just Black alone or is this in combination, as that may change things a little bit.

How is that a bad thing that the OP knows exactly what she wants? I could easily say that instead of narrowing her options, you're asking the OP to lose focus and be too general in her mate selection.
And why shouldn't race be a big factor for your love life? We're talking about the most intimate relationship in life, here. There's nothing wrong if you only prefer to date within your race.
