Definitely Youngstown, most house fires in the city are abondoned homes and almost all are arsons. I guess it saves the city from having to tear them down. Unfortunately, a couple of weeks ago an intentional fire took the lives of 6 people, which became Y-town's single deadliest homicide.
That reminds me--in the past, Detroit had huge amounts of home fires on Devil's Night. I don't think they do that anymore but it was a big issue for many years.
