Most of the area outside of DT Birmingham is pretty much walkable, so you won't have like a strip dedicated to just Retail, Restaurants and etc. It honestly depends on the neighborhood/area, some of my favorites.
This doesn't include the Oakland neighborhood, where Pitt is located, which is the state's 3rd largest business district after downtown Philly and downtown Pittsburgh. It also doesn't include the famous Strip district or the North Shore, because some mught consider them extensions of Downtown. I also excluded the South Carson St nightlife district. Pittsburgh has a lot of walkable neighborhoods.

Well to answer the OPs question though about most urban and walkable outside of downtown, I think it would have to be Oakland for Pittsburgh. Just because there are universities there doesn't exclude it; there are also a lot of other things there.
