With the exception of Riverside/San Bernardino, Minneapolis doesn't really offer much more than any larger metro, and arguably less than a couple smaller metros. I think Madison offers a lot for its size.

We are discussing cities not metros I thought. Minneapolis is under 400k people. Has 3 major sports franchises. Fortune 500 companies. Hub for the entire upper Midwest. Major research university.
If Minneapolis annexed the nearest additional 1,000,000 people, would it suddenly be more deserving of those things?
City limits are about administrative matters only. They're not terribly relevant to how cities (in a broader sense) operate.
