Any midsize city that is the hub for a region can feel much larger than a similar sized suburb of a larger city.

New Orleans, Louisville, Salt Lake City, Des Moines, and Little Rock are a few I can think of.

New Orleans is only the 46th largest metro in the country. Yet I think it definitely punches above its weight in terms of culture and entertainment.

We are discussing cities not metros I thought. Minneapolis is under 400k people. Has 3 major sports franchises. Fortune 500 companies. Hub for the entire upper Midwest. Major research university.

If Minneapolis annexed the nearest additional 1,000,000 people, would it suddenly be more deserving of those things?

City limits are about administrative matters only. They're not terribly relevant to how cities (in a broader sense) operate.
