Texas has very LOW voter turnout, so don't be discouraged! Stick to the city proper or urban core of any of the TX cities and you should be fine. Oak Lawn in Dallas is a pretty great neighborhood. I'd recommend checking it out as well as the other 'hoods in the greater Downtown area.
