What are the best cities and states to teach in? Ones where the cost of living doesn't make your salary negligible.

Any major midwestern city except Chicago. Problem is jobs can be hard to find in the good suburban districts. Everybody wants to teach there. Inner city and rural areas in the midwest tend to have trouble getting quality teachers.

I would look to states that still value public education in terms of teacher pay and overall funding. New York, Massachusetts, New Hampshire, Vermont, Maine, Rhode Island, Pennsylvania, New Jersey, Maryland, Delaware and West Virginia score highest with Education Week. Outside of the large metro areas of the Northeast/Mid-Atlantic the rest is fairly affordable versus salaries.

In terms of pay, West Virginia doesn't value teachers in the least. The State is always in the bottom ten for pay.

Keep in mind, the better the teachers are treated and paid, the harder it is to actually get hired. Competition is fierce in well paying districts. (As in thousands of applicants per position.)

It also has one of the lowest cost of living ratios in the US, so one would be hard-pressed to suggest otherwise.
