Southern California has a lot of pros and cons, few people would debate that...
For someone looking to move, but to keep some of the pros, like resources (academic, career, medical, social, etc), mild winters, and so on... What are the best places to go to? Considering cost, and not considering cost- both options.
I don’t think there is some Shangri-La that is a respite for former Californians, and if there was, it was discovered by ex-Californians long ago and is no longer that.
Your best indicator is where most Californians move when they get fed up with living there: Oregon, Washington, Idaho, Arizona, Utah, Nevada, Montana, Colorado, and Texas. Maybe North Carolina, more recently.
