Birmingham definitely struck me as a Rustbelt in the Sunbelt; this was the case during the 70's-mid 2010's. Over the past 3 years, Birmingham has been undergoing a major urban renaissance with new apartment buildings and mixed use development going up everywhere.

How so? The city reminds me of nothing in the rust belt. Everything in Columbus is practically new, especially over the last 20 years.

Northern Virginia is another high growth area outside of the Sunbelt. Its not Rust Belt, but its close to the Rust Belt since I do include Baltimore and Philadelphia in the Rust Belt.
