I'm looking to leave NY after selling my house. I'm trying to find a well managed state that has abundant fresh water for drinking. Hopefully out of the snow belt.

I'd say $100000 max for a small house is my budget. I'll be retiring in a few years.

The top 5 in best financial shape, from 2018, appear to be--

Utah
North Dakota
Florida
South Dakota
Tennessee

In terms of your request for abundant fresh water, Tennessee would most likely top the list there--maybe Florida as well. You could most likely find a small house in your budget in small towns in any of those states, depending on how small your ideal one is.

OP I am from upstate NY too. I hope you aren't like a lot of upstate NYers who think NYS is the only place where you can find clean drinking water lol. I wouldn't let that be a large factor in your move. Unless of course it's an absolute necessity due to health reasons or business operations that depend on that.

I mean as long as you aren't moving to Flint, water is fine anywhere in America.

Minnesota is very well managed in my opinion. I do have a "not from here" perspective.

Our water up in Duluth is delicious in my opinion.

We are not "technically" in the snowbelt as we are upstream of Lake Superior, but we still get 81" annual snowfall from lake effect caused by the occasional easterly wind.

Houses under $100k exist, but are not in the greatest area. Duluth is a bit rusty economically and is probably the slowest growth area of Minnesota due to its manufacturing and shipping legacy, but we are seemingly on our way up with tourism.
