How do you think cleaning up the Great Lakes would impact the cities and communities around the lakes? Bush said it would cost $20 billion.

The Brookings Institute released a report indicating it would return on the dollar 2-1 and cities would see hundreds of millions of dollars in economic growth.

Would this simply be recreational and tourism growth or could it lead to more sustaining economic growth with jobs that pay living wages?
