Even the official US sites are somewhat vague about this. There could be some confusion at the border this summer. Probably time to be safe and go ahead and get that passport. Or smart drivers license, whatever that is. I'm not complaining, if it makes us more secure, then OK.
Yep, as of June 1st you cannot substitute a birth certificate. You HAVE to have a passport after that to re-enter the U.S. I think you can still get into Canada, in theory, with just a driver's license and birth certificate, but then you wouldn't be able to get back into the U.S. so you can't do that, in practice.
This is KEY. You may be able to get into Canada, but you will need a passport to re-enter the US. Same with Mexico - the rules going there are not as stringent as the rules for coming back into the country.
