Just pick any town on the Pacific NW coast or in the Coast Range from about the Eureka/Arcata area of California all the way to the tip of the Olympic Peninsula. There are practically no large towns and you're guaranteed plenty of rainfall; even more so in the Coast Range.
Astoria, Oregon is probably one of the nicest towns on the NW coast (even thought it's slightly inland, situated just to the east of the Columbia River mouth) as well as being one of the rainiest towns in the US.
I agree, the coastal towns of the Pacific Northwest and northern California are very rainy. If you prefer something on the East Coast check out the small towns around the Great Lakes, typically a lot of overcast days. Upstate NY near Lake Oneida gets a fair amount of rain and tons of snow.
Western WA and OR for many days with steady drizzle. Not only FL, but pretty much any coastal area in the deep South for brief but heavy downpours throughout the summer. And, maybe a novel suggestion, but if you might consider going that far, Hilo, HI, which gets lots of rain due to the tradewinds coming in from the northeast and hitting the mountains on the Big Island.
As mentioned probably something in the Pacific Northwest or the Gulf Coast. As mentioned Forks, Washington seems to be the main contender. If you go beyond the continental US Pepeekeo, Hawaii looks pretty wet. It's very near Hilo, which seems equally wet but maybe larger than you want.
Ketchikan, Alaska is very rainy and gets little snow. 152 inches of rain per year. It's about halfway between Anchorage and Seattle, so it's not so far away.
Aberdeen/Hoquiam, WA (hometown of Kurt Cobain), Astoria, OR, the above-mentioned Forks, WA, but also anywhere along the gulf coast...plenty of rain if you can stand the humidity and heat.
