Lehigh Defense makes some hard hitting rounds. They are expensive and not for range shooting, Youtube has some videos of what they can do. .32 ACP and .380 suddenly don't seem so marginal.
Thanks. I am having trouble finding penetration & expansion test on the ballistic gelatin for these. I continue to rely on the old FBI load
That 158grn lead semi-wadcutter hollow point is a good load, and I wouldn't feel under gunned carrying it, even with all of the more modern ammo that is available. It's great for a 4" gun, but I don't know if I trust its expansion out of a 2"" gun. YMMV.
I disagree on the 38spcl not being a good defensive weapon. Wad cutter are crap but a good defensive load in a 642 or Ruger LCR and you are not under armed by any means.
35 years ago, that would have been reasonable advice. Today there are much better self defense loads in .38 spcl. available.

IMO, out of a snubnose (2 inch barrel), there is no advantage to using a modern JHP round. I will carry JHP's as a reload, though.
12-18" of penetration to vital organs is #1.
If I want reliable expansion & penetration, I carry a 9mm.
