If one sinus of mine is open 100%, the other tends to be open 0%, then the balance gradually changes over a period of hours until they're reversed. The cycle then repeats, all day long, assuming I haven't used any nasal decongestant. Why does this happen?

There is a "nasal cycle".
Yogis have always known this (science is catching up) and there are many different alternate nostril breathing techniques to open the pranic (energy) channels and balance the breath in two sides of the body.
Yogis say that the cycle alternates about every 2 hours but this varies depending on the health of the person.
The cycle also corresponds with brain function and, for example, scientists have discovered that the electrical activity of the brain is greater on the side opposite the less congested nostril.
