Yep';the new owner sommitted fraud.It always pays to check to make sure the name has been changed to new owner on all intilities that are just shifted rather than new owner having to establish a new acoount on address.Otehrwise all it takes is a employeee failig to make the entry i the new name in chnaging the account. Years later the time and who did what is likely not really goig to be seen by the utility copmpay who only wants the accout paid no matter by who. Like the new ownwr got notices in your name at your old adress.Surpiorse tho if you did a change of address with post office the bills didn;t come to your new adress under your anme.
