I vote for leak as well.

I've seen water do this very thing. Most likely it runs down from an entry point like bad flashing near a fireplace or a sudden leak from a toilet upstairs, then pools briefly inside the wall where it bubbles up the paint like that JUST before it breaks through the wall.

LOL! So you are saying that those are tummy stretch marks from a pregnant wall? Fair enough. I am curious to see pics of what the wall looked like and the back of that paint looked like.

That's the result of water zipping through the corner. The water runs between the sheetrock and the paint, and leaves the ripples you see on the photo. Easy to patch and paint, but unless you find the leak and take care of it first, it will come back.

Stick a pin or small nail in it and see if water leaks out. Or, if you know someone who uses insulin syringes, you could stick the needle of one in it, pull back on the plunger, and see if you get water out.

It is entirely likely the water is already out of it. Either by evaporation, soaking into the substrate or leaking out a pinhole in the bottom. Just because there is not water in it now, does not mean it is not a leak.
