I don't see how the contractor can say it's his money. I think the HO's 10% offer to the contractor was generous enough, and he should have taken it. Does the contractor expect to go into someone's house and take money out of their walls? Sure he was honest and told the HO, but that's what comes with the territory when you're honest. I'd have done the same and told the HO, and gladly accept the 10% offer.
