I'd get get him/her to accept the outcome prior to any upgrade or he/she might just have you chasing your tail and wasting your money. Also, the work may very well meet locally adopted codes/set backs, which are MINIMUMS, and the inspector rightly signed off but that doesn't mean your neighbor can't haul you into court if they're the litigious sort.
