It's possible that it has a battery back-up.

Do you have an alarm system? it could be wired through the alarm system, which almost always has a battery back-up.

The chime could be simply be battery operated. To the OP - door bell systems don't exceed 24V. Pull the cover off the chime and either remove the batteries or remove a wire.

Yup.
If someone was constantly ringing my doorbell for funsies, I wouldn't even think about turning off the doorbell. I'd be tracking them down and bringing the pain.
