If you are not confident... call a licensed electrician. Where I am... expect about $150 for a house call.
The Utility company here will not troubleshoot... if you call to report a problem... chances are they will pull the meter and refer you to a electrician and with the meter pulled... a city permit will be required with city inspection.
My background is engineering... specifically Emergency Power Systems for Hospitals... I am not an electrician... I have pulled many electrical permits and done at least a dozen residential service upgrades on homes owned.
The point of my other post is to show it could really be something simple...
