Check the website of the manufacturer and see if parts are available. MacGyvering it will probably take longer and be more expensive than getting a direct replacement part.
Plus.. A bit safer.. Because it's designed for that.. While I don't think anything you'd do would compromise the safety.. It is right there on the cord 'strain relief'/grommet.. So, you need to at least think about that.
We were given the lamp because the base was missing. It might be worth the cost to fix it. One issue is that the original base was thicker than the metal base it was in. That is why the threaded pipe in the middle is too long to let it stand there by itself with no new base. To cut some of the threads off so it might stand there will require cutting the wire and then rewire it.
I would make a round base from a floor tile, put a hole in it for the cord and another one, affix it to the base with grout of some other form of adhesive and them fill the hole with a caulk gun and your choice of caulk.
If what you are needing is the weight, Mostly plaster is used. You can use home depot patching plaster or regular plaster for molds. Many people use lead shot from shotgun reloading and mix it with the plaster when they want a really heavy base.
